Patricia Shipton is a veteran of the Texas Legislature, having served for decades in both the public and private sectors. Shipton recently departed the office of House of Speaker Joe Straus, having served as Strategic Legislative Advisor before being promoted to Chief of Staff in 2015.
In her role as the chief of staff, Ms. Shipton worked closely with both the Governor's Office and the Lieutenant Governor's Office, as well as various caucuses and interest groups to collaborate on solutions for vital issues facing the state. During her tenure in the Speaker's officer, she guided important legislation through the House addressing water issues, mental health reforms, human trafficking, border security, public school finance, as well as three balanced biennial state budgets.
Ms. Shipton was a member of Governor Rick Perry's senior staff from January 2001 to September 2004. She became the first woman and first Hispanic to hold the post of Director of Legislative Affairs in the governor's office, where she was the liaison to the Texas Senate, Texas House of Representatives, the Lt. Governor's Office, and the Speaker's Office. Her leadership and strong working relationships with legislators and staff helped secure passage of many of the governor's legislative priorities. Ms. Shipton also worked in the private sector as a governmental affairs consultant both before and after joining Governor Perry's staff.
A native of Laredo, Texas, Ms. Shipton is a graduate of The University of Texas at Austin, where she earned a BA in English and Psychology.
